PROFESSIONAL SUMMARY

Mr. Poulson has more than 33 years of progressively responsible experience in the areas of geotechnical, civil, environmental and construction project management. His project experience includes the provision of geotechnical, civil and environmental consulting services to industry, governmental agencies, structural engineers and architects, and remediation contractors. His work experience includes the planning and conduct of geotechnical investigations for bridges, industrial facilities, warehouses, multi-story residential structures, airports and schools.  Managed RCRA facility closures including industrial facilities, landfills and lagoons. Preparation and management of site soil and groundwater impact investigations associated with releases from underground storage tanks, oil spills and hazardous waste disposal.  Preparation of Phase I Environmental Assessments, site audits and remedial investigations; remedial alternative evaluations, remediation plan development and design and plan negotiation with regulatory agencies. Included in his experience are numerous environmental site assessments performed under ASTM Standard Practice for Environmental Site Assessments: E1527-94, -97 and 2000 and ASTM E1528.  Mr. Poulson was a member of the ASTM committee that developed the original E1527 and E1528 standards and has remained involved with the ASTM E-50 Committee that continues to update the E1527 and E1528 standards and the standards for Phase II investigations and Risk-Based Corrective Actions.

Mr. Poulson has directed the management of site cleanups, including RCRA, ERCS and NPL(Superfund) sites; prepared and implemented of storage tank management plans, installation permits and project oversight for storage tank removals and replacements; litigation support related to site contamination cleanup cost recovery actions. Prepared facility discharge permits, storm water discharge permits, SPCC Plans, and facility health and safety plans and OSHA compliance audits. Preparation and performance of subsurface investigations for construction of landfill disposal facilities, highways, industrial, commercial and manufacturing facilities.  Mr. Poulson’s is a Technical Expert regarding UST system removals, upgrades, replacement design and related investigations, PADEP Act 2 investigations and remediation, landfill design, and waste remediation using solidification and other remediation techniques at large RCRA and Superfund sites.
